Could be that by regulating the nicotine this will just cause smokers to purchase more cigarettes in order to get the amount they have become use to and therefore create more revenue in taxes. Follow the money.

Does anyone know if the following thing I have read is true- that mass produced cigarettes somehow have the freebase form of nicotine (which is more addictive)? If true then it’s part of their manufacturing process and therefore could be dialed back. As a non-chemist I also don’t know how they’d achieve this in the first place.
