also, the whole limiting and slowly reducing nicotine levels (more so in vape than cigarettes), as well as banning the use of flavours to hide the taste of tobacco has been a big part of NZs smoke free strategy. It doesn’t make sense to me. I’ve always thought removing taxes altogether and only allowing people to smoke rope tobacco would be far more effective…ok, so my unconscious bias is showing.
I looked at the rule on the FDA's web site and it's remarkably light on details. Either I don't understand how to navigate their system or they haven't gotten very far on this one. I suspect that what we have here is a headline before there's a story to back it up.

Overall, having to submit each blend to nicotine level testing is just another way to add another production detourant due to the additional costs and management of associated regulatory process(es).

That can be chewed, cut into coins or cubes, rubbed out, or ground into snuff. No issues there.
I honestly do not care. I'm not fond of nicotine, nor the buzz it brings. If a great tasting blend can be made with little to none of it, that's fine with me.

American dipping tobacco is very poorly packaged. It'll turn to dust in a matter of weeks.
Careful, just a simple nudge could make them consider latakia, dark fired, and perique flavored tobacco. Even the sweet casings on nearly all production tobacco could be considered added flavor. Considering that aromatics are 90% of pipe tobacco sales, they go, pipe tobacco will be a thing of the past.
