    They dictated what could be public art -- no one can dictate what is art. In that sense, yes "popular art" was what was allowed to be displayed in the train stations, etc. What is actually art can't be dictated.

    Now having some Condor Plug in a clay. No, not the original Irish version (never had it), though ironically I was only able to get it here in the US by ordering from a shop in Ireland last year. I quite like it, so I assume I would have liked the original as well.
