    It looks like what was known then as a "cheroot holder". Yes, a holder for a small cigar. They were common in smokers catalogs around the turn of the last century. I've seen pics of fancy ones like this, carved meerschaum.

    davesussex, It's not just the moisture. When you draw on your pipe, you are filtering the smoke, and everything in it, through the tobacco in the heel. It's just more concentrated then. Cigars are the same... "gamier" at the butt end.
