Regardless of what it's called, disadvantaging and/or profiteering off your own kind to make a quick buck, is still best defined as a dick move.
The same argument could be made about food, shelter, and medical care. The difference is that food, shelter, and medical care are necessities while tobacco is not.
I don't get upset about tobacco scalping for that reason. People can choose not to buy jacked up tobacco and their lives will go on just fine. A $200,000 bill for two shots of anti-venom to save your snake bitten toddler (true story) is a different thing altogether.
All that said, yes, it's a dick move.
