jfox520....not sure about the "burnishing stick", but you are correct it is a tool for creasing paper/folding paper(before machine processing).
I work in the printing field and these are "whale bones" they are used and they do not mark the paper. They are antiques(processed before the ban), since whaling is illegal now in the U.S. My company has been in business over 60 years, the owner must have bought them a long time ago.
