Yes, it's airIt's all the same batch. No company is going to go to the added expense of separate runs. The reason that there is a difference between bulk and tin versions is because the bulk is exposed to more oxygen than a sealed tin.
That goes for ready rubbed versions of flake blends as well. The cut offs from the flakes fall into a vat, and are packaged, but they are exposed to more oxygen, too.

I can also add, as someone who smokes through probably 5# of Pegasus annually, and samples (at least 3oz) from another 5# worth (if that makes sense).. that I do sometimes notice differences between batches. Without fail, less tasty pounds are the ones that arrive dryer than average. Not knowing anything about their leaf stash inputs, I am left to assume that the slightly dryer pounds got more air time, somewhere in the production process
