Never seen a horn tenon on a Brit pipe so thinking it's probably French ...

... as bone was the preferred material for tenons in the UK until the widespread use of vulcanised rubber from the late 1870s. Although Vulcanite had been around since the 1840s it took a while for it to become widely used in pipe-making.

Speaking about bone: it was also used for stems on the Continent
