Being a pre-deeming blend, it shouldn't have been an issue unless the addition of "Scotty's" to the name post 2007 disqualified it from being grandfathered in.
oh my God I hope I am wrong. But it might be the trout in the name. Since trouts are a food. And if that's the case it could be an overly cautious lawyer or technically breaking some rule. That be funny. Mainly because it means at least one person at some point bought it smoked it and left a review in earnestness about how this blend taste nothing like a trout pond.

yeah it does. And if it's correct the question is who actually made the call on that. A lot of times companies will avoid risk if they have even the slightest of questions. But I think they're not allowed to but the food flavor in the name. Cause you know kids aren't capable of figuring out this whole internet thing.

I can’t wait for the legalisms to accumulate, like in American firearms. So in a Va/Bur, is the Virginia the lower and the burley an upper?

Here’s a harder one: Plum Pudding. The orientals are the lower, the Latakia is an upper, the Virginia is the stock, and the Perique is a flash suppressor. I guess the cavendish is a pistol grip.

We have to start opposing the assault tobacco ban now before it’s too late!

Yeah, I went to grab the link to Russ's Candy Cane Cocoa (in the last week or two) to give to someone looking for an over the top Xmas blend aromatic and you now have to buy a full pound for $40.99 and it states the same thing:

"Due to recent regulations, this blend is now only available as a Pre-Built Blend Kit for you to become a master blender right in your own home. Each kit, once blended, will produce 16oz of Russ' Candy Cane Cocoa."

I still have most of a mason jar of this stuff marinating in my cellar from three years ago and good lord is it pungent.
I think the "blend it yourself" loophole is kind of genius, but it seems a giant PITA to have to buy a pound of anything you want to sample.

Taken to its logical conclusion, its almost like blenders will have to eventually just post their recipes and you buy the request "ingredients" to make whatever blend.

it might also be an attempt to make sure they sell it only by the pound. And have nothing to do with regulations. Wouldn't be the first time a company blamed regulations for their choices.

Might be good therapy for some to have a kit with a flavored solution that you have to individually paint on each ribbon of tobacco.

Usually I don't dive down the rabbit hole, but this is a curious one. I'm sure there is a reason, but I haven't seen any other vendor/blendor do this. If it was flavored tobacco end-run....I don't see how sending various flavored tobacco in seperate bags gets around this. They are flavored individually or mixed. If it was deeming regs, it seems needlessly early to increase your overhead (go to the method of distribution) and I doubt each mix is made of pre DR 'individual release' tobacco anyway.

I'm sure there's a reason, just seems an odd-ball move that is stand-alone in the market so far.

If the flavoring is also isolated then it wouldn't be getting shipped flavored. Looking around their site, I couldn't find anything definitive on exact kit components to confirm.

Ban all high capacity pipes while you're add it. No one needs a 2" deep chamber. Just reload if you want to smoke more.

Back in 2016 it came in a limited edition tub for less than $25 for 12 ounces, no assembly required. rotf
I believe it was made by Lane Limited Tucker Georgia back then also. I saw a video where a guy bought Lane Ready Rubbed and Trout Stream "Limited Edition" and they both had the same manufacture labels on them. It wasn't "Scotty's" Trout Stream , just TS. I searched for that tub high and low LOL! I couldn't find it. I imagine that pipesandcigars acquired the rights to the blend and started using Sutliffs tobaccos. I'm thinking the Lane version was probably better.
 
I bet we see a lot more of this in the near future. Maybe C&D will be able to continue with their 3,000+ blends if they sell the newer ones as kits. The components have been around forever. The rules don't stop us from buying the components and do the blending ourselves.

I thought maybe PA had banned flavored tobaccos or something along those lines, but that does not appear to be the case (outside of Philadelphia).

Is there a close match for this blend?

Once people get acclimated to mixing up their own blends, that's what they'll do, which might be good. They'll buy a half dozen basic leafs and tune the proportions in ever changing ways. Infinite variety. Throw in various condimental tobaccos and there's no limit.

Yes. In fact there is an exact match. But the kit and mix it yourself, LOL.

Partly I'm not interested in blending my own tobacco. Also I just don't need 8oz ($26) of the stuff, as I seldom smoke aromatics. But most importantly they are sold out.

I found another site selling Trout Stream, but it's probably not Scotty's Trout Stream, right? P&C probably owns the rights to that.
