Fred Pailhas seems to be ubiquitous in Breton (France) but not present anywhere else. His early work is pretty impressionistic, with flesh colored dots for faces. I don't know why he switched to this more illustrative mode. I can find almost nothing on him at all. His work kind of reminds me of a 20th centurey version of our Dutch peasants.
