In 2024 tobacco counters will be banned from grocery stores, so you can only get tobacco at gas stations and specialty shops, after 2030 there might come a ban for all sales points according to EU regulations. Like @MacMarty89 said, nothing is set in stone in politics, certainly in EU politics there can be shifts in the landscape with a snap of a finger (imagine a purple Ursula von der Leyen with a glove like Thanos from the Avengers haha) and Germany might take a while.
