Give it time. Prohibition failed and only made criminals wealthy. Cannabis will get the same "death by a thousand cuts" treatment tobacco got.
They did this in the EU. Back in 2004 they reduced it to a maximum of 1 milligram per cigarette.
Sounds counter productive from a health aspect. It seems to me that a lot of people would end up smoking more to get the same nicotine effect. Nicotine is not the primary health risk from inhaling cigarette smoke but rather the carcinogenic organic stuff (tar) adhered to the smoke particles. More net exposure to this component equals more health risk. I wonder if there has been an uptick in smoking related health issues in the EU since 2004. Maybe not a long enough time scale to see the effect yet.
That's the hidden reason. smoke more, more tax collection.

That is the what I didn't say part of what I said. I mean surely none of us are so cynical as to think that the government would claim to be doing something 'for the good' while really just wanting to profit from it. Uh, right?

The so called do-gooders are laser focusing on the addictiveness of a single cigarette. But, as others have said, this will only cause one to smoke more cigarettes.
