With cleaning I mean just using pipe cleaners. I find that if you wait too long, the dirt has settled in the pipe and cleaning it will be more difficult. If you do it immediately after smoking, the built-up is easier to remove because it hasn’t hardened yet (if that makes sense…).
I prefer to store the pipes with the stems up. I inherited a pipe rack of my grandfather that stores them both ways. I use the two positions for storing pipes stem down for a couple of my cob pipes.

That's where I keep the old lighter. Easier to know where its jet probe is if the lighter is with it. ?

If my pipes are in a rack they a bowls down. But I store my pipes in drawers, in cases, in bags and laying on a desk.
