There are a couple of OTC blends produced in Argentina. I've only tried the Argento branded blends which although not up to the same quality as the well known world wide brands aren't too bad especially the non aromatic ones.
Cigarettes are far more popular due to how inexpensive they are compared to the cost of imported pipe tobacco.
