Hi Sir, as for bringing in tobaccos to Singapore, general rule of a thumb, u can only bring in 01 open pack of tobaccos, for personal consumption only.Else, u need to pay tax. But is better to declare any tobacco products with Customs upon arrival. No worries sir, there are a few shops here selling well known pipe tobaccos. Have a good day, sir.
