Although I enjoyed many in the '70s and '80s growing up, mine are more recent.

Warren, I loved Foyle's War and pretty much all the BBC kinda stuff. Luther, Vera, Martin, you get the idea. Plus Australia and New Zealand have some pure gold.
An Acorn TV subscription really pays off.

BBC just seems to put more effort into their products than we Americans do. Not always, often though.

I'd have to add Fawlty Towers and Blackadder, BBC stuff, but not exactly procedurals. Of the latter, Foyle's is probably tops.

I have to give Arrested Development props. Not only was it funny, well cast, and well written, it pushed the envelope without going over the top. Great show!
