Nope you pay after…. You tell the postal clerk you want a reassessment then fill out the form on the package, and the postal clerk returns it to customs after some computer stuff. Some of the clerks don’t even know how to do it.
My guess is once it’s returned they’d rather some money than none, so give you a deal, I wrote 30$ Canadian per tin above but forgot last year I had three come back at 20$ per tin, so who knows…. -Luck of the draw.
But you wait a long time, annoying.
Best thing to do is keep an eye on the sales on the forum here. I was done buying tobacco and then some of the Canadian sellers here were offering some deals I couldn't refuse. Just be quick.

Well they don't have everything I wanna try, this is the best online option I've found as most other shops only ship tobacco within province - Pipe Tobacco - https://gordssmokeshop.ca/collections/pipe-tobacco - Located in Red Deer.
I'm near Edmonton, so Burlington's on Whyte and AK Smoke Shop in St. Albert are my best bet for pipe options and tobacco.
Off to Calgary this weekend to explore a couple more. If worth while, I will let you know.

Yeah - you pay and then file. I filed for one where they charged me Ontario tax which is more than Quebec. Took awhile, but got my money back - to the cent. It's worth calling them on it and I will EVERY time. I always do the calculation before I buy so I know what I'm looking at ahead of time. And if I don't pay duty then I get a wonderful surprise! And - as my father always said - it's in their pockets or mine.
That's how it works. The federal and provincial governments don't want Canadians buying cheap(er) tobacco from outside of the country so they impose a tobacco import tax so that you learn not to do it again. Most of the tax is provincial, and it varies by province.
This is a great tool for letting you know it ain't worth it-

Yeah, pretty much all canadian retailers have the ridiculously high prices due to the taxes. The only place I've found a bit cheaper is Cigar Chief but their prices are still quite high compared to the States.

The only time I did a readjustment I didn’t get anything back. I guess the one benefit is you keep your tobacco though Instead of returning it to custems.

When you receive your goods, there will be a form E14, CBSA Postal Import Form attached. This form will indicate the amount of duty and taxes you owe.

I think my worry is that I would burn out my seller. If you do the calculation you KNOW 100% what you'll get back. If it was ever refused it just goes up the next notch of the ladder for the refund and an explanation. They have no say in it - it's a calculation plain and simple.There are 2 methods;

I can’t comment on your context, but my experience has been different. Just technical boring stuff we are talking here, blah blah blah.
You can refuse and send back to the US, or refuse with a reassessment where customs comes back with a better offer. Im talking about the second, and you don’t burn out the seller as they never see a return.
Mine has been refused for your method and It didn’t go up the line, to be fair I don’t know how to do it, but don’t think you can.
And in Ontario they aren’t stable tax prices unfortunately, they are all over the map, if they were stable less people would have issues.
Maybe customs should charge a small fee; 10-20$ Canadian per tin and stop annoying their citizens, make their cash and people wouldn’t be complaining on message boards

Starting to get worried about all this tariff business. Hopefully it doesn’t pump up my cost to buy American when it comes to my pipe tobacco.
