I've read the whole thing and I'm still not sure what you mean. Corporate policy is no one can ship tobacco via UPS who isn't licensed an authorized to ship it. I DO think it's an awfully easy thing to be sanctimonious about when one can get tins delivered to his door for around $9 a piece and many bulks for less than $2/oz.
