It's a presentation piece that was presented to a soldier (likely an officer) of the 4th Saharan Mechanized Company of the French Foreign Legion.     This is a vintage European meer from about 1890. A classic amber stem that’s been repaired at some point along the way. This one is for sale if anyone is interested.
