I use to have a good number of pipes under a hundred. Unfortunate new ones are a bit over. Question why are rustcicade and sand blasted pipes so popular.

Your Best Pipes Under $100 You Smoke

All three of these were $45 at my local. They're unbranded, but whole block, and about 3/4 size. They are some of my best smokers. I got the billiard on top today, currently smoking the second bowl out of it. A new daily pipe for sure. The carving on the horn is far, far better than the carving on my $125 AKB.
May be a bit of a stretch, but my latest acquisition is something I’m very proud of. Just nabbed an unsmoked Bringham Klondike bulldog off eBay for $110 cad$. That’s less than $100 usd, which I’m assuming you meant by under 100$. haha

These are the briars, a Peterson and a Big Ben. The BB was an estate, but very lightly smoked and at $45 I imagine it retailed at under $100. It's nice with a 9mm to 3mm adapter, and has a huge bowl. The Peterson is one of my favorites. It was $66 with all discounts, but I believe their Aran line is their cheapest and under $100. My best smoking briar for sure.
If you shop rigorously and take your time, you can find name brand quality pipes, new and estate, for $100 and well under $100. Half of the big well-known name brands make pipes in that range, and if you take your time, you will encounter deals, sales, and discounts that will surprise you. You can encounter clunkers, new and used, but if you buy recognized brands from retailers known as dependable, you will usually do well. You will pay extra for artisan pipes in most cases, if the carver has a reputation, so factory pipes are best for moderately priced pipes. Also, you have to have enough experience to know what size, weight, finish, shape, design, etc., will please you. You can get a perfectly smoking pipe that is durable and handsome, but if it doesn't please you, you don't want it.
I think it's because they look pretty cool. They provide artisans the opportunity to create beautiful pipes when the grain of the briar isn't particularly pleasing.
I like smooth because i can see the grain. Some are very beautiful. I had a dolomiti 673 that was amazing. I got it for $98 on sale. Smoked great too

Given a choice I lean toward the smooth look as well for your reasons and they just feel nicer in the hand. That said I do like rusticated, blasts, etc as well. Interesting pipe and a good price. I wish i could buy some estates. No mater how much you clean them. It would still for me be like kissing a total stranger. I know im weird that way . i just can't help it

. Also, isopropyl alcohol some cleaning and they are sterilized more so than the silverware you use in a restaurant I at least need to be introduced first. And i don't eat at restaurants for years. I rarely ever leave my house.

I have kissed my share of strangers. However i at least met them first. Used you don't meet them . who knows they may have the never get overs. I don't use alcohol to clean my pipes. I use everclear. I have even used it in my trangia.
