For downtown, you have the aquarium, World of Coke, CNN Center, and College Football Hall of Fame all within a block or two of each other. Not many smoke friendly places, but there is a small cigar store called the Cigar Times in the same area.
My recommendation is a short Uber ride to Little 5 Points. Kind of a hippie/hipster neighborhood with a lot of small bars and shops. Definitely stop in to the Euclid Avenue Yacht Club, which is smoke friendly. Great burgers at the Vortex. Fox Brothers BBQ is some of the best rated in Atlanta. Not too far from there is the Highland Cigar Co., which is a nice cigar bar. If you're on an expense account, Wisteria, Sotto Sotto, and One Eared Stag, are some of the best restaurants in town.
East Atlanta is actually my neck of the woods. The Glenwood, Graveyard, Earl & Flat Iron are all smoke friendly. Earl has the best bar food in town. Midway is a great sports bar. Argosy has the best beer selection.
