The Big Rock Candy Mountains
This is a complex question, I will try to answer it as simply as possible.
The purchase, production and sales of tobacco in China are monopolized by a state-owned enterprise, with a pre tax profit of nearly 170 billion US dollars. The majority of its products are cigarettes. In China, the vast majority of smokers smoke cigarettes, with fewer cigar smokers and fewer pipe smokers.
The private production and sales of tobacco products are illegal activities. But many tobacco farmers sell online through social media advertising, and these tobacco farmers have the ability to handle tobacco (Virginia/burley) and can provide finished tobacco for Roll Your Own production. (I have a semi-automatic electric cigarette maker) Of course, you can also ask them to cut tobacco according to the standard for pipe tobacco.
That's it, You can get a simple semi-finished, homemade Virginia pipe tobacco, but you can't get a nightcap or 965
That's very interesting. I know China grows the most tobacco in the world, by far, but have no idea what local pipe tobacco is sold there. It looks like if you just grow and sell a small amount, the authorities will ignore you. I don't think the authorities are that tolerant in the US.
