Isn't that just to seal up the pipe after it's been packed and partially smoked, but you want to save the remainder to smoke later? Like the ones Savinelli make.
I thought it might be that but why does it not match the pipe then? Also why does it have a head like a dick?
Maybe it's a generic one made by a randy woodworker with a sideline in tampers and, er, briar plugs?
