This is a METAR report (MEteorological Terminal Air Report) that pilots use (I'm a Flight Instructor so I see a LOT of these, but I am also a Severe Weather meteorologist). Decoded (pretty easy to decode, actually), this means:

Friday, July 23 2021 5:53pm UTC Observation Wind 200 degrees at 05 knots Visibility 10 Statute Miles Light Rain Few clouds at 1,500 feet Scattered Clouds at 9000 feet Overcast layer (highest layer that is not scattered or broken) at 11,00 feet. Temperature 24C/Dewpoint 20C Altimeter (barometer) 30.08 AO2 designator means "Automated weather observing station with precipitation discriminator.
