In young praying mantises (nymphs), wings are absent. This is a typical feature of incomplete metamorphosis (hemimetaboly). Mantises do not have a pupal stage; instead, they develop through a series of molts from a larval-like nymph to the adult form (imago). Wings appear only after the final molt, when the nymph becomes a fully developed adult. I don't see any wings, so is this a young mantis then? It's not tiny by any means -- nearly 2 inches long.
Btw, the photo is right-side-up -- it just happens to be hanging under the table. LOL
