Mold doesn't easily wipe off a cigar. Even when the surface mold is gone, you can see residue. I would certainly never smoke a cigar with mold on it. Plume, or bloom as it's sometimes called, wipes off completely with a swipe. In fact, that's how we tell the difference - one wipes off, the other doesn't.

I just ordered a bunch of GLP tins and a 1 lb tin of Autumn Evening the other day, I hope it's all going to be alright.
