Cigars International fulfilled the order and shipped it.
No ID requested through Amazon. Same price at both sites.
No shipping fees either using Amazon....

First, they don't "always" lead back to that. But often enough. I'm 68 years old and have become quite pragmatic in life. There was a time I'd fight very hard for Principles. I've learned to pick my battles much better. There's no hill I want to die on. Me arguing with some clerk at a tobacco vender over the freedom to buy pipe wax without supplying an ID isn't going to change anything. The clerk has no authority to change anything and likely doesn't give a shit about my feelings for freedom.
