n my state the repaying nonsense is called restitution. When you get convicted of a theft, you are required to pay that back and it is added to your court costs and fines.
My state has "restitution" also. Here's the part you're missing, and I'll use an example I have personal knowledge of.
Dope Head vandalizes someone's car, gets caught, gets convicted, and is ordered to pay restitution (to the insurance company). The victim filed an insurance claim and got the car repaired minus the deductible.
Dope Head has never paid a dime of "restitution" and is walking the streets like it never happened.
So, the victim is out the deductible and the insurance company is out the rest.
Dope Head of course doesn't have any money or a job, so no one is ever going to get a dime. Just because you get a "restitution" order, doesn't mean it will ever be paid.
I'm pretty sure Dope Head couldn't care less about having his license suspended either. So, do you support throwing him in jail and forcing him to work off the debt? Or should we forget about it and move on, because "it's just stuff".

I live in a state which pays out "free moneys" to all, every year. So reclaiming losses, catching up on child support owed and etc. is a bit easier. The aggrieved can make claims against a person's "Permanent Fund" checks and perhaps, depending on where they are in the "claiming" line, reclaim some moneys owed. "Permanent Fund" checks are small, rarely exceeding $1000.00, so, it may take years, if ever, to recover completely. It is something though and, dopers, thieves, etc. all apply for the free moneys. "Free" may be an excessive term, one does have to reside in Alaska for the previous year to be eligible.

Let's put all the ingrates to work harvesting tobacco, and protesting outside B.A.T. for canceling Royal Yacht (this sin cannot be forgiven).
