Looking at the hallmarks again- I have seen just a couple of Dunhill assayed on Birmingham. Does anyone know why they would do that?

No, not for sure. I’ve seen multiple examples of sponsors registering hallmarks at more than one assay office and just assumed the driver was a potential hedge on turnaround time.

I would guess the closest assay office to the factory was the default and therefore had a small edge, but if it was backed up or temporarily closed an alternative was desirable.

And honestly in much of Victorian and all of Edwardian England post was so frequently delivered and the cost so cheap (think of the number of bands that can fit in a compact package) that sending something to Birmingham to be assayed instead of London or the other way around would have been no big deal.

I'm just guessing here. Could it be they purchase their silver work pre made? Then just open a drawer and select the correct fitment? If so they could source their silver from manufacturer located in different areas. Or they could send their work to smiths in different areas and would be assayed according to this manufacturing location.In any event, the silver would have to be assayed and marked before applying it to the pipe.What year is that Dunhill?

I did some research and it's most likely that the Assay in London was too busy at that moment and that's why they sent it to Birmingham, logistics only. The fact that I can't date it is annoying though...
