The American public demands cheap goods. The American government waffles between providing cheap employees and prohibiting the entry of cheap labor. Ergo, American companies have to go where the cheap labor is. So, we do more business than we probably safely should but, safety doesn't enter into the equation.
Congress has to keep the shareholders (you and me with our retirement plans) happy. So, we do business with China. They provide the virus and ... the masks. We've worked ourselves into a corner. Can't blame the Chinese for our playing into their hands. We encourage them indeed, finance them in their endeavors. Quoting Pogo, yet again, "We have met the enemy and, he is us."
