Smoking a triple maduro with high nicotine and a La Flor Dominicana Double Ligero taught me the limit for nicotine. Something funny in my stomach meant I had two seconds to put the cigar down or run for the toilet. Cigars burn more tobacco per puff, thus for me the greater danger. I disagree that pipes offer the least nicotine, or maybe I was more sensitive than I thought, but when I smoked a high nicotine blend, I felt it!

What helped me with that cigar was having watched earlier in the year that video from Muttnchop Piper on nicotine, where he says that it builds up over time, so that when you start feeling sick you're not getting sick from your last puff, but from earlier puffs; thus, as soon as you start feeling odd, STOP, because there's still more coming. Being the stubborn ass that I am, I took another 1-2 puffs and then put it down. I learned (hopefully).

If you use water on tobacco, it will lose the oils which in-turn will make the tobacco tasteless.

Smoking pipe tobacco over time will build a tolerance for it.

I do know of a sure fire way to remove the nicotine from your tobacco.....don’t put it in your pipe. If you are this worried about nicotine, pipe smoking is probably not for you. I’m sorry, but there it is.

Nicotine is most soluble in alcohol, not water. Furthermore if you used water I'd suspect (as several others have mentioned) that you'd end up leaching all of the pleasant qualities from the tobacco. If I were you I'd give 99% ethanol a go. Smoke the tobacco only after thoroughly evaporating the remaining ethanol. :)
(EDIT: also I believe that it's supercritical carbon dioxide that's used to remove caffeine from coffee :) )

The Swiss Water process uses water as the solvent for removing caffeine. It may leave a little more residual caffeine, but does less damage to the flavors of the beans than other methods.

I’ll agree that the nicotine isn’t the biggest worry from this hobby.
If you are a light weight with nicotine - just pace yourself. There’s no rule that states you have to finish a pipe or whatever. There’s no shame in that. I don’t finish pipes all the time.
I will say that life is too short to constantly worry. If you are indeed worried about the health consequences then stop now. If you do enjoy the hobby then relax, that’s what pipe smoking is for. Last time I checked, just being alive will kill you eventually.
