What happens if you eat moldy food? Nausea, poisoning, etc.
If you don't want it to get moldy, use distilled water.
If you rehydrate dried tobacco, it will mostly bring back the taste and flavors (you may lose some nuances though).

I rather like cheese! Sour cream, and other "moldy" foods I can't think of at the moment. (Except Kim Chee, though not sure it uses molds in the process.)
Distilled water will not prevent mold. Doubtful that decent tap water alone causes mold. You need a certain temperature and moisture level for mold to grow. I've read that there are millions of mold spores just in the air around us.
Tobacco that's not crunchy can be rehydrated to very, very near its original in my experience.

my penzance had crystals, and now it has lost its power,i hope when i rehydrate, it will get back the crystals.

I knew this was coming. When we say mold we mostly talk about "bad" molds. I was also using the term in this context. There are tons of moldy foods and drinks including cheese and wine.
Distilled water will not prevent mold, but decrease the mold growth probability. That's why I suggested it. Anyway, it is always advised to use distilled water with pipe tobacco and cigars.
Agree with the last sentence.

Reviving this old thread. I recently came across an interesting thread in a cigar forum that seems to discount the idea of plume totally. Having samples tested at a lab indicates that all examples of plume were in fact mold or bacteria. FOH Mould Study
