Many years back I put a "Darwin fish" on the rear of my car. You wouldn't believe some of the really angry responses I received. Made me realize not all "Man" evolved.

I'm getting the impression that those ladies don't want the men smoking in the tea parlor, but, then again, they are all smiling. Maybe it's a flirty encounter... Or maybe the women are smiling out of discomfort. I know I smile when I'm uncomfortable telling someone to do something just because it's my job. But, smoking would still be very acceptable at this time, even in a tea room, right? And why would all four ladies come over to harass the men?
Maybe it is flirty. Either way, the cross armed woman is getting a kick out of what the forefront, gesturing woman is saying.

I think their comparing the men's "pipes" And I know it's not the size of the pipe. More like,"That one has a Dunhill, he comes from family money" "That one has a Peterson, he drinks too much" "That one has a Charatan, he's putting himself through law school and aims for the Dunhill 'one day'" "That one's a Savinelli, he's such a womanizer" , Etc.

Makes me want to go to Scarborough Faire dressed like a peasant. And like, sleep in your outfit for a week first. Can't remember if there's a smoking area; I know they won't let you bring in your weapons. Also stopped us from juggling, because we didn't have a juggling license. Bastards.

It sounds like something New Orleans would implement. Another way to get kickbacks and gain control.
