Yes indeedy! PayPal, like any other company, has costs and is in business, selling a service to realize a profit. I prefer debit cards on accounts where the bank pays me to lodge my moneys in their care and they pay me a pittance for the use of such moneys.

PayPal charges fees, except when they don't.

Why do you think so many people want to use PPFF in order to circumvent the PP fee structure?
(From PayPal)
Sending money to friends and family.

We’ll always post the current fees for sending money to friends and family on this page, and we will disclose the fees to you in advance each time you initiate a transaction to send money to a friend or family member. These fees may change from time to time, and most changes to these fees will be deemed effective at the time and date of posting. If these fees ever increase, we will provide you 30 days advance notice on our Policy Updates page. You must have or open a PayPal account to send or receive money.
Sending in the U.S.

If you are a U.S. PayPal account holder sending money to a friend or family member with a PayPal account in the U.S., you may pay a fee, depending on how you pay.
Payment method: Fees:

Funded by your PayPal balance or a bank account linked to your PayPal account. Fee is waived.

Funded by a credit card, debit card or PayPal Credit. 2.9% of the amount funded this way, plus a fixed fee (from the table below) based on the currency of the transaction.

I have now completed over 100 successful PPFF transactions here and in other forums with verified or trusted members and have never had any issues or extra charges.

woopigpiper, that is because the recipient was charged the fees.
I have a few clients that prefer to send as F&F. Sometimes they chose to pay the fees, as they understand, what "my friends" at Pay Pal charge me. Other times they send their payment, and the fee is deducted off my end. Like I said ... either way Pay Pal gets their fees from someone.

Mike, that's probably because their accounts don't meet the requirements for fee-free PPFF. I've used PPFF before, and no one paid any fees on either end. Do you think guy above has bought/sold 100 times using PPFF and never had the other side complain about being hit with fees, after both parties wanted to use PPFF in order to avoid fees in the first place? Doubtful, because most likely, no one was paying any fees for those transactions. There is no other reason to use PPFF.

I can't say. I know my account is set up correctly to send and receive, from my Pay Pal account funds, or my US based bank account, or my charge card. Any arriving funds to my Briar Blues Pay Pal account have fees attached. If I invoice, and the buyer pays through whichever stream they select, BB gets charged a fee. If they use F&F, if they select to pay the fees, they pay the fees, if they select not to pay the fees, BB gets charged the fees. I cannot count how may transactions I've been paid by Pay Pal over the past 20 years. Never have I escaped a Pay Pal fee. It is just a part of doing business. The same ( to me ) if someone used a charge card. The card company charges the retailer a fee.
It may be different between individual non business entities.

I use PayPal every day, and use the Friends and Family pay option a few times a month (funds drawn on my registered bank account). Neither I nor the recipients have ever been charged a fee.

woodsroad, I guess the fees structure applies differently for a personal or business account.

Looks like PPFF does incur some sort of charge for somebody, when a business account is involved. Not sure if that is OPs problem, though.

Man, now I'm confused. Yes both were in the the US and I am in CO. I used my checking account and the option for FF on PP was there for me to click on. Both times I was charged an extra $1.20
It sounds like you need to be a 'verified' user. Until you are verified, you don't have 'full' privileges.

Paypal charges the seller 2.9% on domestic sales, about 1% extra for foreign transactions. When I had a camera store I eventually eliminated credit cards and used Paypal or cash only, because it was more reliable than the cards and were easier to get a refund on the purchase in case of problems. Also, after 2008 the credit card rates to merchants went up as high or higher than Paypal, and the cards had all kind of hidden fees for seller; monthly, annually etc.
