Ah, so that's what that was! Okay I don't feel crazy anymore. Well, at least not about that, anyway.That would explain why my P&C order in September sat in "Open" state for 2 straight weeks. Paypal said that it was waiting for merchant authorization; P&C said they were waiting for me to authorize it with Paypal, but Paypal gave me no option to do so. I finally gave up and paid with credit card. I learned my lesson: never use Paypal for tobacco purchases again.
Why do these companies even line item their receipts for charges? I can understand that the actual receipt needs to have the items for tax reasons, but the charges and CC companies don't need to know what every little thing is we buy?
When I use the CC POS at shows, I just enter a total and swipe.
Besides natural disasters showing us that cash is the only thing that will keep you alive. This sort of thing definitely shows us that there is still a necessity for cash still.

Ah okay, I see that now, my bad! Since Paypal changes their policy so often, I assumed it was just more of the same from them; didn't realize this was put in place so long ago. Perhaps they're only now applying more aggressive enforcement of what likely delayed my last P&C package, to the point where their own customer service rep was dumbfounded (although, sadly, it doesn't take much).He quoted the original post, some two years old.
