Wow, hell of a find! Love the bone chimney. Usually Shannon Airport pipes were lower grade Petes. Is the "Premier" similar to the Premiere Selection grade? (one below Deluxe in that era). Sure looks worthy of an upgrade!
I think you are on the money about the missing hallmark and association with the airport/duty free aspect. Looks like someone kept it out of the sun as well.
Yes it is a Premier. It’s just like the grading of the systems now. With Premier being below Deluxe, but above Standard. I always felt like the words are flipped on Premier and Deluxe grading.. because to me Premier sounds like a higher grade than Deluxe. The only grade in it’s proper place on top is Supreme. ?

Mark from PetersonPipeNotes reminded me there were no hallmarks on the silver fittings at Peterson from 1938-1968.
with Wiki saying the duty free started in 1947, I think this pipe would be from 1947-1949. And yes most any other later pipe I’ve seen for Shannon were usually classic shapes like billiards and mid grade like the Dublin and London series.
