Oh yeah I think if there is a conspiracy it would go deeper. Shifting from cigarettes to snus would be of massive public health benefits because there's no second hand smoke, offensive odors, or residue, and it doesn't produce spit like American chew / dip which is part of why those became far less popular when the Spanish Flu hit. So the only reason I could think that governments would be opposed to it is because they're on the take from cigarette producers.
The other possibility is that the relevant Eurocrats‘ hatred of tobacco is so irrational they vigorously quash any form of tobacco, especially one that might allow people to enjoy it with little worry of negative health consequences. I tend to subscribe to Hanlon‘s Razor in situations like this.

Very true and they probably knew it would be easier to ban snus than anything else.

This stuff is General Mackmyra, a limites edition by General Snus (a sub brand of Swedish Match) that's matured in Scotch barrels. It's a loose snus, no pouches, so it takes a little skill to use it without making a mess. It is delicious with a hint of bergamot and a dominant Scotch aroma and flavor.
