Not familiar with the Velvet brand. But the photo of the product in what appears to be a foil pouch reminds me of finer cut ribbons of chewing tobacco, like Red Man. I thought much of Kentucky and Ohio burley found its way into chewing tobacco. But that is just uninformed perception.

How is the moisture content? I rehydrated a large can of Walnut a few years ago. Once I got it restored, it was pretty tasty. A pleasant surprise. Send us some tasting notes.

A guess as to the age:
There's no bar code on the outside of the box.
Bar codes started being used in 1974.
The coupon inside the box has an address with a zip code.
Zip codes were introduced in 1963.

I suspect that old box/pouch of Velvet came from within that 11 year span.
It's fun finding "antique" treasures from the pipe world!

A quick search in the Tobacco Archives produced this hit. It's just starting point and with a lot of work you might be able to nail down the exact promotion or confine it to a more limited time frame. The latter link was the initial search criteria: NEW! VELVET-GRANGER PIPE OFFER.

Very clever!
I like that the clues you used had nothing to do with pipe tobacco.
