Mrenglish,I get the whole slippery slope thing with gun rights but if someone is considered incompetent enough to not handle daily life, not sure I want them to have a firearm.
Problem is many of the people this is aimed at are not mentally impaired, they are physically impaired. The perfect targets for violence.
CCW you should be required to show you know how to handle the handgun, keep it away from children and even be required to have a certain amount of range time to maintain the CCW.
Have you looked into what your state requires to receive a CCW?

In Oklahoma it requires a test on firearm law and firearm handling after what was a 2 day coarse, when I took it, as well as passing range qualification.

 
I recently was taxed a whopping 42% customs duty on 7 vintage pipes I got for less than $100 on ebay and then got them full restored for $375 ($425 including shipping). The customs duty on pipe tobacco around is 45%, and the only recourse for me is to get tobacco severely undervalued sent by friends and labelled candles or tea sample. They wont ban it, they will just tax it to kingdom come.

The anti-tobacco movement has its roots in the stinking Big Tobacco companies and their ruthless exploitation of human addiction. Everyone knows that they manipulate tobacco in so very many ways for maximum profit, including nicotine delivery, to make cigarettes even more addicting than they already are.
Then too since the creation of cigarettes around 1900, with the persuasion of relentless advertising, they associated everything good about living with smoking cigarettes, such that Salem cigarettes were certain to bring joyful social interaction. I think they still use that ad. Smoke a Salem=joy. Works for me. Meanwhile America, and the world, became cigarette crazy. Many smoked packs of cigarettes a day; but then many developed lung cancer. Doubtless this is true in the statistics from 1930-1970, when they dissuaded many from continuing the addiction. Though America smokes less, the third world smokes much, much more; well, Europe does too, but they are cigarette crazy. The reach of Big Tobacco there continues to be substantial though international tobacco allow gives the antis wins by suit. So if America cannot be persuaded, why not exploit the poor?
As you know the current posture toward tobacco by medicine is a categorical denunciation of any form of tobacco. Here the medical proof is less persuasive, but if inhaling tobacco smoke causes cancer, it follows that absorption through the mucous membranes of the mouth, although slower, is more or less the same as inhaling.
In my mind the only thing that I am postponing by not inhaling is emphysema.
The antis banning of smoking due to the deleterious effect of secondhand smoke in my mind is far too restrictive, exponentially so. But in enclosed areas such as offices, bars, waiting rooms, smokers' past privileges might best be called abusive. Ever ride in the smoking car on a train (yes, other seating was available)?
But I smoke the pipe nonetheless because it is one of my great loves, and because it is my choice. I'm shortening my life by doing so, but I love pipe smoking and it is my choice.

The writer of that article isn't very effective at representing the issues at hand. Reading it is like listening to your grandma muttering racial slurs after a few too many drinks at a family dinner; a bit akward, but she's a deary at heart, just from another era.
Yeah, it's an editorial, but we'd all gain from having the facts stated a bit more clearly.

Maybe 10-15 years ago Garrison Keillor of Prairie Home Companion fame did a sketch on a group of folks who were escaping the "authorities" hunting them for cigarette smoking. They ended up hiding out in a cave and talking about how they got the last of their contraband. Now it doesn't seem so far fetched. And pipe smoking too? Who would have guessed that a hobby so associated with patience, calm and wisdom would end up be so vilified?!?
