You can watch a tobacco production video on YouTube to get a better idea, but somewhere along the process you'll need to rehydrate dry product to work with it and whatever concoction you mix up will inevitably have an effect on the final product.
People like the McNiel's had a special recipe that made their virginias taste very ketchupy.
Likewise, Lakeland refers to tobacco made in a particular area with a very tradtional recipe, thus giving it its uniquely polarizing flavor.
The 'topping' you're referring to is more when a tobacco blend is basically finished and then an addition layer of flavoring is added 'on top', either as a spray or soak.

Just last week Rachel Gawith told me on Facebook that Kendal Kentucky and Dark Birds Eye have been discontinued, and that the currently-produced Kendal Dark is the equivalent of DBE, but that they label it as DBE for the American market.I don't trust anything this company says. The recipes all seem to change at whim. YMMV

They change the nomenclature on cuts to names only they understand but can’t quite explain. Then all this crap about renaming and discontinuing blends.
Their next step will be to quit manufacturing altogether and just rebrand STG products.
