The reason for the snake is that, back in the 1940s, people said it was easier for a snake to smoke than for Brazil to join the war.

I knew about the Smoking Snakes but I didn't know Disney designed the mascot. I guess it makes sense since during WW2 he reached out heavily to Latin American markets with characters like Pancho Pistoles and Jose Carioca.
