PAD can be controlled by keeping a handwritten list of your pipes with you at all times. Whenever the urge to buy more pipes strikes simply examine your list and observe all the nice pipes you already have and realize you don't need anymore pipes. So resolving to buy only this one and not the other two that interest you, add the new acquisition to your list and feel good that you controlled yourself.

I control PAD by occasionally scouring local antique stores while on travel for work and buying a bunch of the moderately inexpensive pipes they have... then hiding them around my house and forgetting I have them. They are little Easter eggs that don't explode on you if you leave them a while before finding them again. I start feeling like I want to buy this pipe or that pipe, I go on a hunt and get a new pipe right then.

Eh, who am I kidding, I'm still a sucker for a nice shiny new pipe. I just do my best to avoid looking at new pipes.
As far as TAD goes, I don't even try. I've only stopped because I forgot what I was going to order this week.
Forgetting helps a bit.

I had felt that paying taxes on pipe tobacco equal to RYO and cigarettes was coming. In response I bought $8500.00/150 pounds of tobacco last year. So I don't need more tobacco. Yet even that stockpile cries out for additions of my favorite tobaccos, and my baseline comfort requires 20 pounds. So I'm working on that. Having a strong cellar is also a great way to age tobaccos. I don't feel such a cellar is the result of having gone overboard; I wouldn't call it TAD but insurance against anyone restricting what and how much I smoke.

I just work it into my monthly budget;

electricity, water, student loan, a new pipe, 10 lbs tobacco, dogfood, haircut, exotic dancers, etc...
Haha! Well that monthly budget escalated quickly!
