Unless it’s a high value pipe (either brand or maker, or because of sentimental reasons) I’d bin it and move on. Alternatively you could experiment with home repair but personally I wouldn’t bother.

I'd say drill out the holes
Run a cleaner smeared with Vaseline in the shank
Fill the drilled out hole with a mixture of CA glue and briar dust or a briar plug
Then you have the job of matching the rustication and stain after the fill dries up.

It might be simpler to dribble in some CA glue into the holes after first stuffing the shank with a vaselined cleaner

Some are really handy with their hands and are up to the challenge.
Me - I'd sooner buy another pipe 😏
