I don't know how true it is. But they claim it's because of the insane black market for cigs. Which frankly seems like a great way to increase the sale of black market cigs. Reminds me of a how every decade or so someone in America thinks of raising the taxes on pipe tobacco to make up for the revenue lost to rolling tobacco labeled and taxed as pipe tobacco.
