There's nothing new about excise taxes on tobacco purchases. What is new, sort of, is paying taxes on purchases made online. When issue of paying taxes for online came before SCOTUS, they supported it as an act of fairness to brick and mortars and small businesses who are obligated to collect sales taxes from their customers. We started paying sales taxes on line. It was only a matter of time before the excise taxes on various goods also began collecting online, since brick and mortar and small businesses have been obliged to pay those taxes when they bought stock for their stores, passing that cost along to the consumer.
