I dont think it has anything to do with the state...unless its one with a lot of restrictions.
Its an issue with people doing US customs work. This stuff is processed in one of their hubs.

Happy for you! Looks like smaller orders might not be an issue. Mine was… not small.

That's what I was thinking... a huge order might look commercial. A couple tins are plainly personal use.
