This "moderate" legislation here in CA is actually not that surprising. People can forget if they don't spend time in the state that the coastal areas, where you might tend to see more "nanny" legislation are most than balanced out by more socially conservative inland counties. I should know--although I live in SF, I spend time for work in the Central Valley and it's a whole other world there. Very refreshing, actually, to spend time there. Not to mention the Sierras and far northern counties.
