I am a new pipe smoker. Is that a burnout in my pipe and what can I do for it ?

You'll need to ream out the cake to know for sure if it's actually a burn out hot spot, but from the picture it does look like cake cracking.

Dump it out. Maybe consider doing an alcohol and cotton ball (or salt) cleaning of the bowl, lots of great threads on that here. Your pipe will thank you.
A hot water flush will soften cake that isn't hardened, and can be easy to remove. I'd do that before alcohol/salt which is really geared to removing heavy ghosts.

Thank you all for replies. I think reaming my pipe. Should I try alcohol and salt before reaming or if i clean it with water and cotton ball with alcohol is enough ? I will share results.
