With this stupid bill on the table to hike pipe tobacco taxes, I am looking at doing some serious cellaring. I only have about 20lbs of 'baccy, and that is about 4 years for me. I have a decent amount of Burley blends, and I am ordering some Newminster 400 luxury navy flake and Sutliff slices, but what about Englishes? What's a good bulk English I can get by the pound that won't hurt the bank too much? I've heard people say Peter Stokkebye Proper English before, but it's been awhile since I smoked it. Any suggestions?

Yep, or Lizzie's Blood Red English.
Is that blend in any danger from the deeming regs nonsense? I’ve not tried it but it looks to be right in my wheelhouse so I’m going to order some - the question is whether to try a bit or just not faff about and buy several pounds. Nothing would irritate me more than to try 6-8 ounces only to discover I love it and bang it’s gone. That happened to me with G&H vanilla flake, licorice flake and several other of their offerings. I ordered about 8 ounces of nearly all their blends to see what I might want more of and missed the boat by inches / mere moments as it sailed away from port. Argh.

Stokkebye Melange. An underrated/under appreciated Balkan blend. It flies under their 4th Generation banner.
The Match 965 is good for the price, but doesn’t compare to the real thing, but if you don’t mind a couple notches below the Dunhill/Pete version, it’s a good buy.

I second (or perhaps third or fourth) the recommendation for Balkan Supreme. It’s a good cheap bulk.

There are perhaps better options though. Numerous G.L. Pease blends are available in 1 lb. tins if you are so inclined. Westminster and Quiet Nights are both great Latakia blends.

White Knight is a favorite as well, and I understand that Sutliff Balkan Sobranie Match is the bulk version.

Country Squire’s Shepherd’s Pie ranks right at the top of my favorite Latakia blend list along side GLP’s blends and White Knight. It only comes in bulk. It’s inspired by the Frog Morton blends, though stands up great on its own accord. It’s not a Latakia bomb and is very well-balanced.

I'm pretty happy with Proper English.
Check out C&D Star of the East for something even more Latakia heavy.
