Over time, all materials are subject to stress and strain. Plus, these structures have to accommodate such issues as weather, settling /shifting, etc.. It's not feasible to build them to last forever. Ongoing monitoring, evaluation, maintenance and replacement are necessary. The catastrophic failure isn't necessarily due to faulty material or design. But it also could be.
